Uploaded by the author. Teach your bird to talk will extract itself once it is unzipped (requiring 2,026,951 bytes) then double click the parotk.exe file. 

Keep the wav files in the same directory if you plan on using these phrases with the player. Set your player to repeat. The wav files are in 8 bit mono. I condensed them to conserve disk space. You can convert them back as long as you keep the same name. This is the authors voice and if you would like other phrases for your bird to learn, send the author e-mail.
